A viewable impression is not the same as a served impression. The industry standard counts a display ad as viewable only when at least half its pixels are on screen for one continuous second. That definition, rather than position on the page, explains most of what publishers find confusing about placement, including why the banner at the very top often performs worse than the one halfway down the article.

The Media Rating Council and IAB set the standard the industry now trades on, and it is worth stating precisely because the details matter.

Two consequences fall directly out of that wording, and they surprise people.
- An ad can be served, paid for, and never counted as viewable. Industry-wide viewability commonly sits somewhere around the 50 to 60 percent range, meaning a large share of served impressions never meet the standard.
- Time on screen is half the test. An ad can be fully visible and still fail, if the reader scrolls past it inside a second.
That second point is the one that reorders everything you thought you knew about placement.
Why the top banner underperforms
The instinct is that the highest ad on the page is the best ad on the page. Above the fold, seen first, obviously most valuable.
In practice the leaderboard at the very top of a page frequently records disappointing viewability, for a reason that becomes obvious once stated: readers arrive with intent and scroll immediately. They came for the recipe, the score, the answer. The header region is the part of the page they are actively trying to get past, often within the first second.
Worse, the top of the page is where the ad is most likely to still be loading. If the slot fills after the reader has already scrolled past, the impression is served into empty space below them.
Where viewable time actually accumulates
Once you think in terms of seconds-on-screen rather than position, the ranking looks different.
In-content units, mid-article
Generally the strongest performers on well-read pages. A reader moving through prose slows down and stops, and an ad placed between paragraphs sits in the viewport while that happens. The deeper into the article, the more self-selected the remaining audience, which is why the second and third in-content slots often hold up better than instinct suggests.
Sticky units
Structurally advantaged, because they remain in the viewport by design. An anchored unit at the bottom of a mobile screen accumulates view time for as long as the reader stays on the page.
The caution is that sticky formats are the ones most likely to irritate readers and most likely to fall foul of intrusive-advertising standards if implemented badly. Advantage on one metric, risk on another.
Sidebar units on long pages
Underrated. On desktop, a sidebar unit that stays put while a reader works through a long article can accumulate considerable view time, particularly if it is sticky within its column.
Footer units
Predictably weak, because most readers never arrive. Worth keeping only if the page has genuine completion rates, which most do not.
The unglamorous factors that beat placement
This is the part most placement discussions skip. Two things influence viewability more than where you put the unit.
Page speed. Viewability is a race between the ad loading and the reader scrolling. On a slow page the reader wins that race and the impression is wasted. Fixing load time often improves viewability more than any repositioning, which is worth reading alongside how slow before calls drop for the mechanics.
Lazy loading. Requesting an ad only as the reader approaches it aligns the serve with the moment of visibility. It is one of the few changes that reliably improves viewability without changing the reading experience, though the trigger distance needs tuning: too close and the slot is still empty when it arrives on screen.
Why any of this is worth the trouble
Because viewability is increasingly the currency rather than a quality score. Buyers transact on viewable impressions, set viewability floors in private deals, and discount inventory that cannot demonstrate it. Google Ad Manager's own guidance indicates that lifting viewability substantially can produce a meaningful revenue uplift, and the mechanism is straightforward: the same traffic becomes sellable to buyers who would otherwise not bid.
For a publisher, that means viewability work is not a cost centre. It changes which demand you have access to.
How to look at this on your own inventory
- Report on Active View viewable rate broken out by ad unit, not site-wide. The average tells you nothing actionable.
- Split mobile and desktop. They behave differently enough that a combined figure hides the problem.
- Compare against measurable rate too. A unit can look fine on viewability while a large share of its impressions were never measurable at all.
- Look at your weakest unit first. Removing a slot that never gets seen usually costs less revenue than expected and improves the page.
